As part of a national strategy to combat waste crime and foster a circular economy, the Department for Environment, Food & Rural Affairs (Defra) is replacing old-school paper records with a mandatory Digital Waste Tracking (DWT) service.

Key Deadlines for Your Diary
The rollout of the DWT service is happening in phases, giving the industry time to move away from paper and get their digital systems in order.
- Spring 2026: Public Beta Phase The IT service will open up publicly for all permitted and licensed receiving site operators. This is essentially a “dry run” phase. It’s the perfect time to trial the system voluntarily, get your team used to the new interface, and make sure your data flows are working before the legal hammer drops.
- By April 2026: The Legal Framework All nations will have laid the secondary legislation required to mandate the service. This makes digital reporting a statutory requirement, moving it from “good practice” to “legal necessity.”
- October 2026: Mandatory for Receiving Site Operators This is the big one. The service becomes mandatory for all licensed and registered waste receiving sites. From this date, you’ll be legally required to report incoming weighbridge data digitally within 48 hours of the waste arriving on site.
- April 2027: Planned Expansion The service is expected to expand to other players in the chain, including carriers, brokers, and dealers. While we’re still waiting on the final details for this phase, the end goal is a complete digital audit trail from the moment waste is produced to its final disposal.
